CN23 is a postal customs declaration used for eligible international goods shipments. The checkout or post office determines the required declaration from the route, service, contents and value.
Do not choose CN22 or CN23 from memory alone. Enter the shipment honestly in the current An Post process and use the documentation it requires for that destination and postal product.
Classify documents versus goods
Use the actual value
Follow the generated label set
Describe every item
Use specific plain-language descriptions and separate materially different contents. State quantity, weight, value and origin as requested instead of writing generic terms such as sample or merchandise.
Name the product
Use real quantities
Keep totals consistent with the parcel
Use correct transaction details
Select sale, gift, returned goods or another category only when it is true and supported by records. A customer order is not a gift, and incorrect status can delay assessment or create liability.
Keep invoice or order proof
Declare currency correctly
Include tariff information when requested
Attach and retain documents
Follow the label instructions so customs documents remain accessible and barcodes stay readable. Keep a copy of the declaration, receipt and value evidence until delivery and any claim period pass.
Do not cover required documents
Keep data consistent across invoice and declaration
Never include prohibited goods
How to get it right
Check the route: Confirm the destination and whether the item contains documents or goods.
Gather item data: Prepare descriptions, quantities, weights, values, origin and tariff details where required.
Complete the official flow: Use the customs declaration produced or required for the selected service.
Attach and keep copies: Follow placement instructions and retain shipment and transaction evidence.
